Even though I consider Bill Murray the best comedic actor ever, and I believe that comedic acting is difficult and unfairly unrecognized by the Academy, he lacks a bit in the dramatic department, so he barely missed the cut. It also pains me to cut Edward G. Robinson and Humphrey Bogart. But hey, I wanted to limit it to twenty-five.
Worth nothing: there are actors such as De Niro and Brando who "lost it" during their advanced ages (otherwise one of them might be at #1), and there are actors such as Patrick Stewart, who seems to improve with age.
